A Canadian provincial registries modernisation program
Senior Data Strategist
The province's registries hold about 50 million records across land titles, motor vehicles, corporate and personal property, and vital statistics. A seven-year program is moving them from IBM mainframes to a cloud data platform.
The principal designed and set up the data governance program for all seven registry services: the decision process, the guiding principles, and a steering committee with named owners, stewards and custodians. The decision process was adopted once it listed each decision and who makes it. The principal also designed the Data Centre of Excellence, a practice with ten service lines, a staged staffing plan and a data literacy program for staff and managers, and wrote, as sole author, the ten-year data modernisation strategy for all of the registries, with roadmaps for data migration, data quality, interoperability, privacy and security, analytics and reporting, data-driven innovation and digital twins, and a framework for governing AI.
Other work on the program: a custom data maturity assessment built on the UK Central Digital and Data Office framework; the record retention metadata standard for land titles; the legal assessment of 2.8 million active land titles, worth more than $1.2 trillion, for the move off the mainframe; the data strategy for retiring a 40-year-old motor vehicle mainframe; the design of a life-event model following a person from birth registration to estate settlement; and the AI policy framework that keeps AI tools away from secured personal information by using synthetic data.

The work also covers the board's restructuring decision, due diligence on vendors and service providers, a market analysis of Canadian sovereign AI, data and cloud operators, and the design of the operating organisation.
